Job Summary

TERMS OF REFERENCE: DRIVE PROCUREMENT SPECIALIST Ref No: KE-ZEP-RE-492265-CS-INDV& Introduction ZEP-RE (PTA Reinsurance Company) is contracted by Kenya, Ethiopia, Somalia, and Djibouti to implement Component One of the Horn of Africa De-Risking, Inclusion, and Value Enhancement of Pastoral Economies (DRIVE) Project. To facilitate the effective execution of this mandate, ZEP-RE intends to procure an individual consultant to serve as the Procurement Specialist for the DRIVE Project. The DRIVE Project Development Objective (PDO) is to enhance pastoralists' access to financial services for drought risk mitigation, include them in value chains, and facilitate the livestock trade in the Horn of Africa. The PDO will be achieved through two interlinked components Component 1: Package of Financial Services for Climate Resilience This component supports the provision of an integrated package of financial services to enhance the climate resilience of pastoralists. Due to the vulnerability of pastoralists to shocks and limited financial awareness, engagement in formal financial services is currently low. DRIVE will support the delivery of a sustainable package of:(i) Savings for resilience(ii) Drought index-insurance(iii) Digital accounts (iv) Financial education and awareness creation. The component will be implemented regionally by PTA Reinsurance Company (ZEP-RE), the regional reinsurance entity of the Common Market for Eastern and Southern Africa (COMESA), owned by member countries. Financial services are delivered through organized productive pastoral groups, which are linked to investment opportunities supported under Component 2. Component 2: Livestock Value Chains and Trade Facilitation This component aims to enhance the inclusion of pastoralists in livestock value chains and facilitate trade. Pastoralist groups benefiting from Component 1 are connected to investment opportunities under this component, supporting private investment in livestock value chains. This ensures pastoral producers can access reliable markets and extract greater value addition from their livestock-rearing activities while adhering to the 2014 IFC Good Practice Note on Improving Animal Welfare in Livestock operations.

Job Details

Responsibilities & Accountabilities:

i.     In charge of the overall performance of the project’s procurement section.

ii.    Carry out procurement processes in line with the laid down policies as well as World Bank regulations and the laws of the land and be a lead custodian of these policies and regulations.

iii.   Prepare formal invitations for bids and requests for quotations, including required special terms and conditions, performance, and technical criteria.

iv.   Routinely sensitize the project staff on procurement processes.

v.    Sit in procurement review committee meetings and take minutes of the deliberations.

vi.     Following and enforcing the company's procurement policies and procedures

vii.    Conduct routine vendor circularization and accounts reconciliations.

viii.    Participates in developing, facilitating, implementing, monitoring, and reviewing the project’s procurement plans.

ix.   Ensure that all the vendors that do business with the project are properly registered and are subjected to proper due diligence processes including Bridger checks.

x.     Identify opportunities and implement actions aimed at achieving efficiencies and value maximization in procurement processes.

xi.   Advise/update the procurement review committee on emerging issues/trends on procurement.

xii.  Receiving and compiling approved requisitions from user departments to facilitate commencement of the procurement process.

xiii. Ensure that invoices are properly supported before any payment consideration.

xiv.  Preparing purchase orders and expediting the delivery of goods/services.

xv.   Receiving and processing suppliers’ invoices for payment.

xvi.  Managing inventories and maintaining accurate purchase and pricing records

xvii.  Facilitate good mutual business relationships with suppliers/vendors.

xviii. Maintain accurate, up to date and complete records in required formats for all procurement transactions.

xix.   Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.

xx.    Prepare weekly accurate and complete management procurement reports and any other ad hoc reports as may be required from time to time by the project management.

xxi.   Reviewing, comparing, analyzing, and approving products and services to be purchased.

xxii.  Inviting quotations from suppliers.

xxiii. Participating in quotation opening and evaluation.

xxiv. Preparing budgets, cost analyses, and supporting the DRIVE finance function to strengthen its procurement policies and ensure compliance reports  

Requirements

Minimum Qualifications and Experience Requirements

  • Bachelor’s degree in Procurement/Supply Chain Management or any other relevant, related, and equivalent qualification from a recognized Institution.
  • Five (5) years of experience as a Procurement Specialist or in a similar position.
  • Proficiency in Microsoft Office and purchasing software.
  • Hands on experience with ERPs with embedded procurement module
  • Strong communication and negotiation skills.
  • Good analytical and strategic thinking skills.
  • Supervisory and management experience.
  • High regard for confidentiality and integrity. 
  • Ability to work efficiently in a strict deadline-driven environment
  • Preferred – Experience in WB or other development partners procurement and finance experience.

Benefits

The successful candidate will negotiate a consolidated monthly rate that includes tax obligations. Compensation will be based on experience and industry benchmarks. Costs incurred outside the duty station will be reimbursed upon submission of verifiable documentation.
