Job Summary
Zep-Re (PTA Reinsurance Company) is contracted by Kenya, Ethiopia and Somalia to implement component one of Horn of Africa De-Risking, Inclusion and Value Enhancement of Pastoral Economies (DRIVE) project and intends to procure an individual consultant- ENVIRONMENTAL AND SOCIAL IMPACT CONSULTANT to the Project. DRIVE project development objective (PDO) is to enhance pastoralists' access to financial services for drought risk mitigation, include them in the value chains, and facilitate the livestock trade in the Horn of Africa. The PDO will be achieved through two interlinked components. Component 1: Package of financial services for climate resilience This component supports the provision of an integrated package of financial services to enhance the climate resilience of pastoralists. Currently, due to the vulnerability of pastoralists to shocks and limited financial awareness, the number of pastoralists engaging with formal financial services is low and insufficient for vulnerable households to cope with major drought shocks without external support. DRIVE will support the delivery of a sustainable package of (i) savings for resilience, (ii) drought index-insurance, (iii) digital accounts, and (iv) financial education and awareness creation. The component will be implemented regionally by the PTA Reinsurance Company (ZEP-RE), the regional reinsurance entity of the Common Market for Eastern and Southern Africa (COMESA), owned by member countries. The delivery of financial services is done through organized productive pastoral groups. The productive groups, whose members receive financial services through the project, are linked with investors supported under component two for better market access. Component 2: Livestock Value Chains and Trade Facilitation This component aims to enhance the inclusion of pastoralists in the livestock value chains and facilitate trade. The pastoralist groups that benefit from Component 1 are connected to investment opportunities under this component. The component will support private investment in the livestock value chains so that pastoral producers can be connected to reliable markets and can extract greater value addition from their livestock-rearing activities. The project will target pastoralist groups that are already formed, under component one to help them attain a certain level of commercialization. Activities will pay attention to animal welfare and will apply the 2014 IFC good practice note on Improving Animal Welfare in Livestock Operation. OBJECTIVE OF THE ROLE: The role will be responsible for leading the development, coordination, and management of the environmental and social risks within the DRIVE Project. The role will closely coordinate with the World Bank, HoA DRIVE team and the ZEP-RE project team, providing regular updates as required. Expected output includes, but are not limited to: Up to date ESMS, ESCP and ESAP Reports and compliance as outlined for the project Nurture relationships between Organization stakeholders and other thought leaders in the space. Public engagement materials and training materials aligned with the ESCP and ESAP
Job Details
- Update the Environmental and Social Management System (ESMS), Environmental and Social Commitment Plan (ESCP), Environmental and Social Action Plan (ESAP) for Component 1 of the DRIVE project being implemented by ZEP-RE in collaboration with the World Bank Team.
- Oversee the implementation and monitoring of the ESMS, ESCP and ESAP
- Spearhead the management of environmental and social risks in the implementation of the Project.
- Participate in stakeholder engagements including the World Bank and present ZEP-RE’s environmental and social implementation and monitoring reports.
- Prepare monthly, quarterly, and annual environmental and social implementation and monitoring reports.
- Set up, implement and report on monthly basis the Grievance Redress Mechanism in Kenya, Ethiopia and Somalia according to the KPIs agreed with relevant stakeholders.
- Day-to-day collaboration with implementation team to ensure compliance of E&S, including the support for the data collection activities of the research and impact evaluation team.
- Manage the engagement of critical stakeholders of the Project, including the WB, various government ministries and agencies, other development partners and financial services providers.
- Training the DRIVE implementation staff on E&S protocols and how to integrate this in the project implementation and stakeholders’ engagement, aligned to the ESCP and ESAP.
- Supporting the learning and knowledge management of the Project Carrying out other duties as will be assigned from time to time
Requirements
MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
The Consultant shall possess the following minimum qualifications and experience qualification:
- A minimum of bachelor’s degree in environmental or social sciences or relevant development studies or training in Environmental and Social Impact Assessment Process
- A minimum of 5 years hands on Experience in environmental and social impact assessments of public or private investments projects
- Experience in reviewing and implementation of Environmental and Social Management Frameworks (ESMFs), Environmental and Social Management Plans (ESMPs), Environmental and Social Impact Assessments (ESIAs) for public or private investments projects
- Experience with World Bank safeguard policies, including environmental and social impact assessments carried out in compliance with those policies.
- Served as an Expert in at least 4 relevant Environmental and Social Impact Assessment (ESIA) assignments for the investment projects. Considerations will be given to individuals that have knowledge on design of PPP projects and have proven track record on the preparation of World Bank’s E&S documents
- Registered with NEMA as an Environmental Specialist.
- High integrity, passionate and loves challenges that a growing organization presents and is innovative in tackling these challenges
- Exceptional communication and interpersonal skills in a team-oriented environment
- Proven ability to coach less-tenured team members to rapidly grow their skills in E&S management strategy to create a uniform narrative in the team
- Ability to work under pressure to meet deadlines
Benefits
The Consultant shall be remunerated based on a consolidated monthly rate (inclusive of all tax obligations), which will be negotiated with the successful candidate. Remuneration will be based on competitive rates, commensurate with the selected candidate’s work experience.
